Negociações da ordem ambiental internacional das mudanças climáticas: uma revisão

Resumo
Segundo projeções do Painel Intergovernamental de Mudanças Climáticas (IPCC), nos próximos 100 anos a temperatura da Terra poderá aumentar entre 1,8 ^oC e 4 ^oC, assim é premente analisar como os países discutem ações de mitigação de emissões de gás carbônico. Por conta disso, observamos as posições dos EUA, China e Brasil devido à sua relevância para o tema. O objetivo deste estudo foi analisar as negociações da ordem ambiental internacional das mudanças climáticas. Foi feito um levantamento da literatura em novembro de 2020, nas bases de dados do portal Periódicos CAPES e Google Scholar, a partir do qual foi identificada uma base de 41.762 artigos, os quais passaram por um processo de triagem para seleção dos artigos adequados ao tema. Do total de artigos selecionados para avaliar a elegibilidade, foram incluídos na síntese qualitativa um total de sete artigos. A partir dessa análise observamos que os países têm mudado suas posições em relação às ações de mitigação, entretanto, essa modificação está muito mais vinculada aos interesses internos e externos dos países do que pela preocupação com o clima global.

Abstract
Negotiations on the international environmental order of climate change: A review. According to projections by the Intergovernmental Panel on Climate Change (IPCC), in the next 100 years the temperature of the Earth may increase between 1.8 ^oC and 4 ^oC. Therefore, it is urgent to analyze how countries discuss actions to mitigate of CO₂ emissions. Because of this, we observed the positions of the USA, China, and Brazil due to their relevance to the topic in question. This study aimed to analyze the negotiations on the international environmental order of climate change. A literature survey was conducted, in November 2020, on the CAPES and Google Scholar databases, from which 41,762 articles were identified and subjected to a screening process to select those appropriate to the theme. From the articles selected to assess eligibility were included in the qualitative summary a total of seven articles. From this analysis, we observed that countries have changed their opinion regarding the mitigation actions; however, this change is much more related to the internal and external interests of countries than to the concern for global climate change.
